No, but it matters as to why we have so few COs to choose from than other games (I think).

There doesn't have to be a limit but Dual strike had so many different CO's it was kind of ridiculous. CO's from Days of ruin are evenly matched compared to Grit who's artillery had a range of two to four spaces and Max whose only had one.
