Can you choose between the windmill and the lighthouse?

the windwill lets rare bugs come more often im pretty sure, but you were right about the lighthouse.
and i just found out the other day that after you pick one, the lighthouse or windmill, you can donate another 1mill and switch to the other

Windmill: Helps the town ratting go up and helps neighbors stay longer.

Actually, it's true that you can change between a lighthouse and windmill. Although, it's a bit on the expensive side. Here's proof in this link. I hope it helps you out.
