Alright So first things first.... to get a tan it has to be hot.....and to know if its hot enough.....the town should look really bright...and there should be very few clouds in the sky...(even though you can get a light tan with the clouds in the sky.....
Now when your outside you dont really want to stay still....just do stuff around your town....for me i was fixing my town..and it just happened to me..i was darker...first i had the light tan...which thats easy to get.. then just keep on staying outside and you'll gradually get darker... You can basically do anything outside....fish, bug, talk villagers, etc.
When you have stayed outside for a while(30-45min).... Go into a building and you should be a TAD BIT DARKER.... and i have notice if you talk to someone ...your neck looks really dark....
NOTE: dont wear anything on your face or head
