Anyways, the last time I was at the Gamekeeper, everyone was playing Kingsburg. John had asked the question whether or not the the Smuggler can be influenced regardless of the fact if the player has 0 or -1 Victory Points. I said no since it made no since to pay for something when you obviously do not have the required good to pay for it. Everyone else agreed with me because in most games, players do have to pay something to get something back in return. During the Labor Day weekend, I found an official clarification specifically stating that the Smuggler can indeed be influenced when you have 0 or less Victory Points. John is gonna rub it in.
