Im giving karma for people who help me and tell me how to make Pokemon sprites

Is it a thing you can do in Gimp?

Any program that gives you a brush that can let you paint in single pixels can basically be used.

Your quality won't be too great, but you could make sprites in paint- I know people who do.

pokemon sprites?meh why dont ya make pokemon sigs or banners,i made mine using GIMP look at sig.
anyway most people i know use adobe or photoshop to do sprites.

The best way to sprite is to zoom in a lot, then select a 1pixel Pencil tool and use that. You can do this in all programs, but Photoshop and GIMP are reccomended because of the increased colour choice.
If you're just making Pokemon sprites, I reccomend using pre-made ones as a template of some sort.

Use Gale Graphic to Edit them, like how people mix pokemon..
