Clever way of saying why it is impossible to breed legendaries! Maybe you can make Arceus explain why Manaphy was not at the meeting, that it had been banished for breeding Phiones. The reason legendaries breeding is not allowed perhaps they are evil, too powerful, idk but Arceus must have a reason for banning this act :D
