The problem is not the requirements per se, but the platform that's on debate. There is a significant difference between vector graphics (Flash) and raster graphics (DSi).
If by any means, chances or odds a Flash player for the DSi sees the light of day, it would have to somehow convert the vector graphics on the fly into raster, which isn't an easy task. My proposal here is that someone should develop a platform similar to Flash, but using raster graphics, that has compatible viewers both on the PC and on the DSi.
The major drawbacks here are, however:
1) Probably nobody here would be able to do it, and other people might not be interested.
2) If someone does take the challenge, it will be a really tough one.
3) Such a format may still be too clogged to the DSi, or produce files of such size that they would be impossible to download to the DSi, given its memory capacity.
My veredict, therefore, is no. I don't think such thing will ever be released.
