That's not completely true. The job is for the people on the site that actually want to take the responsibility to do what most others wouldn't: maintain a site like this one. Wanting to abuse power may be a reason to some, but the people that appoint staff members can spot that quality a mile away. Being a leader doesn't mean you have too much time on your hands, it means you're willing to step up and, well, lead.
They don't HAVE to do it, they choose to. They go out of their way to provide you a site such as this, and moderate it to where it's the friendliest and safest, as well as cleanest possible. They COULD just slack off once they have the job, but they don't. They work at it.
It's a lot of behind-the-scenes work, and it hardly comes with a grateful attitude from the community, but they do it anyway.
