Der, Osamu Tezuka was one of the first to make manga popular and was greatly influenced by Disney.
I know it was done before that too, on little wooden boards.
I studied this in school and did a project on it.

It still makes no difference, manga/anime can be made by anyone.
You can't make this into a racial or regional matter. By your logic, anyone in any country could move to Japan and make a cartoon and it would be anime.

Nope, by my logic only people that have a Japanese background (ie. People that have lived in Japan and behave (as though) they are Japanese with Japanese... culture? background? I don't know which word to use, can make anime and manga

Why? Because the word 'Anime' is simply Animation in Japan. If someone made animation, it would be considered anime.
If someone else was to make an animation it would be 'Animation', they would never say 'anime' because it's not in their language.

Anime is just a word made from translating the Japanese word 'anime' which was made from the english word 'animation'.
