help w/ Halo trial modding

I'm trying to do 2 things:

1. Make it so that the Fuel rod cannon has no recharge time(the 4 little dots on the bottom of the screen that makes it fire)

and

2. Make it so that The Banhees spawn everywhere. I want to have anywhere from 4-6 shees on map at one time.

I'm getting the hang of HMT(Halo map tool) 3.5, but I still can't change spawn points for vehicles. Please help.
