Yea, I quoted myself. Get over it =P Porygon can only legitly learn Tackle, Sharpen, Conversion, and Conversion to before level five it can still learn TMs but it only has a base Sp.Atk of 85 and it's slow as ••••. Now look for example at a Gastly. It has a base Sp.Atk of 100 and a bae speed of 80 (which doubles Porygon's speed). In a metagame full of fast and hard hitters, Porygon just can't keep up. Although it is bulky so you may want to take advantage of that? I dunno. He just doesn't really fair well in the metagame.
