Luck and chance. You get them by opening chests in the Temple of the Ocean King and beating the mini-games.

I found a billion ancient anchor pieces from treasure charts. I would be glad to trade something but my wifi don't work.

BTW, I'm looking to see if anyone has a battle anchor, and a battle cannon. I got all the pieces aside from those two.
