Your going to need more information then that to interest people into joining. I can give you an example MKWii thread if you want, just to help you out with the thread.

Like Hikoro said, it would be good if you advertise your clan in the clan zone on Mario Kart Wii - The Biggest Mario Kart Wii Forum
However, you'll need 500 posts to do exactly that D:
But why not join a clan instead of creating one? There are plenty from that site that I'm sure that will take you.
Not to mention that leading a clan is extremely difficult as not all of those that were made have become successes.
