Wait for your PM. If you read Snowdogs last post you will see that there is going to be a preliminary between the last 8 who signed up so theres an even number of entrants. You will have to wait until they have done their games before this starts.

I've never seen it as the first item in a 1v1, then again I have in other races.

I would say move forward with it, when it does run out the other player should catch up and the player affected should be back to normal size? Not tested. Or you could both wait until its over and start back up, if you have a fast starting vehicle, try to wait for both to reach both max speed.

Just a couple of ideas, I don't think its easy to get around.

I have another question course item drops such on Maple Treeway with Mushrooms and Stars, how would you go about applying the rules for that course? What about if players try hitting every bush to sabotage the racetrack with Bananas? (I understand sometimes it may be unintentional).

i think Bananas and all that on maple tree way would be fine. I mean one slip up isnt too bad

You really think so .

I'll have to disagree with you there, just like in time trials every second count towards you setting a new record, it would be the same for a 1v1, one slip could make your opponent catch up with you.

It does affect slower accelerators more and even it would affect faster accelerators too, because they tend to rely on no mistakes, if they want to best say the Bowser Bike/Flame Runner or the Mach Bike in a 1v1 with no items.
