Yes, if done right. Usually, it takes a lot of skill to do, unlike like where a person just tags their name in a thin white line that looks like they either didnt use enough paint or were too far away. d: We have a graffiti wall at school too and some people do some amazing things (someone did a captain america mural, it was cool). Also, people who just cut out a lame stencil, not as much skill, are a bit obnoxious unless used in a interesting manner.

Technically it is, regardless of whether it's done correctly or not. But it's still vandalism.
Art is no excuse to deface property. I can't even understand most graffiti because it's just jumbled up nonsense. But I have seen nice looking graffiti. It's rare, but it does exist.
Oddly enough, art is very self centered, since most people draw what they like, as opposed to drawing in a way they hate. Also, Self-expression notates that you are doing it for yourself.
Also, do you think any artist in the past felt the same way that people seeing the art in a museum felt? No, art is meant only for the individual to express themselves, instead of expressing what people want to see.
Sure its vandalism, but you can make anything vandalism. Art is art, whether it is against the law or not, because the law is objective.
