They should, but it isn't required. It's better that they do though.

guys, guys guys. There is no one judge.
It is open for anyone to vote, normally its first to x amount of votes wins.
Often it is done over a number of sites as well, so link gets a point for winning on one site, and ingsmasher might get a point for winning on the next. Best out of three or something.

They dont have to be the same theme either.

two sides: they set a theme, due date, rules and number of votes to win, they then sumbit thier entries- and the people vote: there are set number of reasons needed per vote(i.e. color, compo) and the first to "x"(as jamie said) wins.
