The ability to post and view battle videos didn't exist until Platinum version. In simplest terms, with a VS. RECORDER (which you'll get through playing), you can record battles with the need for a video camera and upload them to the Global Terminal's server for all the world to see.

The dstortion world is just a bonus dungeon you have to go through during the game to stop Giratina. Speaking of it, Giratina is the only wild pokemon you'll see there and you won't see him until the end (unless you fail to catch him teh first time and decide to return later).
