I don't understand ruby's way of captureing Feebes

can someone give me a better example i read in Pokecharms.com your supposed to go to route 119 (Random 6 Tiles change with Trendy Phrase) what does that mean and i still don't understand how to go across those small white tiles that you can go only on your bike.

im pretty sure u have to use the acro bike and hop up them
to do that push the hop button and left or right at the same time
then surf out and start fishing
