Except it's possible to take the game cartridge, find a cartridge reader online, rip the files off of it, and edit the files directly via computer. It's how they make ROMs and homebrew ROMs.
The Action Replay is a cheating device, no more, no less. It can barely edit files to begin with.
Regarding the above post, it's not just the bottom LCD screen.
It's the sounds of when you hit someone with a bullet (The gay "OW" sound), the crosshairs, the pain circle (Shows where you got shot) and the score/timer in the upper right hand corner of the top LCD screen. It's exactly the same.
