Trying to get a wish eevee

I was wondering what pokemon i could breed with eevee to get the egg move wish?

could someone PLEASE help me?

I think you have to chain breed a togatic with a pickachu then breed the result with your eevee

the thing is my smeargle doesn't know wish. but im leveling up my togetic to make it learn wish
