Aerodactyl is almost certain to be able to lay some rocks, because of its awsome speed.
Tentacruel imo is the best Rapid spinner to get rid of the rocks and spikes

forretress is the only good thing that learns spikes, toxic spikes, and stealth rock. The way these work is they do damage to things that switch out, but spikes and toxic spikes will not affect flying types. Stealth rock affects all types btu does more damage depending on type. If you switch into a stealth rock and have a 400% weakness to rock it will take 50% of your health. A 200% weakness will do 25% damage, and so on. The only way to get rid of the effects of spikes, toxic spikes and stealth rock is to use rapid spin. The best pokemon that learn rapid spin are probably starmie, donphan and tentacruel. Thats about all you need to know.

Though, just a heads up. Most times you use Aero leads for set ups, it's hard to set it up again when or if they get spun away, so Ghosts for blocking RS is more of a must for these fast set ups, since most of them are suicide leads. That's why some people prefer bulky things that can take a hit to set it up.

Here are the main fast SR users;

Infernape, Azelf, and Aerodactyl.

Bulky SR users;

Skarmory, Hippowdon, Swampert (some consider it to be the best SR user), and Forretress. Even Uxie is a pretty decent one, though lack of a good recovery move. There are others too. Most defensive things that learn it are good candidates for it, besides Blissey, since it has better possibilities.

Those are the main users of Stealth Rock.

No problem.

Also, you asked about Rapid Spin, and some of the more popular ones are Tentacruel since it's rather bulky, Starmie since it can force switches to allow it to Rapid Spin, Forretress is also one too. There are some other ones that you can make work, such as Blastoise or Donphan, but there are better ground types to be using, Hippowdon for example.
