I suppose you're talking about a weird law of physics, that nearly all who don't have any idea of WiFi "rules" or "clauses" and/or hack games, suck horribly.

I read this over, well the RULES, at least. I didn't go to other pages mainly because my internet is slugged down. (and I don't have patience to read probably over 500 posts, fyi)

And the rules do seem alright, though, I'm having trouble believing Garchomp is an uber.

From the first page, though Fire moves aren't a STAB for Garchomp's regardless.
So how would that Pokemon be an uber, I'm not exactly following.

Otherwise, everything seems fair.
I believe, that Garchomp should be allowed, but limited to some movesets and egg moves.

Like, a basic Garchomp: Crunch, Earthquake, Dragon Claw, and Stone Edge.
That's pretty basic to me. The Chomp needs to have two stabs, and at least two other moves to rid of the Ice and Dragon weaknesses, otherwise it wouldn't be too fair in the battle itself.

That's just my opinion and thoughts.

It doesn't need to have Fire Blast to be STAB if it can already 2KO Bronzong, Skarmory and Celebi which are some of Garchomp's premier counters. After a Sword Dance, Garchomp can really overtake any of it's counters which is why it is uber. I don't like it anymore than you do because I had high hopes of using Garchomp but facts are facts and we'll just have to live with them.

The ban against Rotom forms on wifi isn't really fair since most teams now revolve around a Rotom form and Shoddy allows them so there is not use for that clause.

its hacking of course its not fair. the official wifi clause is that there is no rotom form allowed. you see, the wifi metagame is completely different from shoddy metagame. wifi is a little more offensive oriented due to the animations being extra long for running a stall team. its also much faster without rotom forms around. no rotom formes please.
