1). It is possible to do without haxing Poffins, because I've done it.
2). You need about 10 Dry Berries, and a friend with 10 different Berries that are also Dry.
3). Blend.

I don't know why anyone assumed a Level 2 Milotic has to be hacked. :|

They're easy to get... just do what the first poster did. I've traded a level 2 Milotic to someone... I forgot who, but I did it once. :P Ack, I haven't touched that game in a while... I forget which berries are the good ones... well, someone knows. :P
