Sorry to contradict you but there is a way. You dont need the event pokemon to finish it. Their pokemon slots show up only when you get them. I have seen and caught 465. Almost there.

I'm at 470. All I have to do is breed the starters from the first three generations back to their lower evolved forms and there are a couple I still need to evolve and I'll have it complete.
