it determines what stat is going to have a 10 percent increase and lower a stat also by 10 percent which is good if you want raise the attack stat and lower the special attack stat and a good way to boost you stat points by 30 without ev traing

I have a few noob questions perhaps the community can help me with.
I use to play Pokemon on my first generation Nintendo back when only Red and Blue were out. I have since stopped playing and got a DS Lite and Pokemon Pearl. I played it while I was deployed and then stopped for a bit, but now I live on a small Island in Japan and been seeing people playing it at Starbucks so I want to play it again. So here goes my questions:

EV and IV trainer's? What is this and how does it effect Pokemon?

Shiny Pokemon, do they have better stats?

Where is this "uber" list of Pokemon located at?

That is all I can think of for now, but I'm sure I'll come across a few more as my day goes on.

Really if a pokemon has max EVs in a stat, a + nature, and 31 IV in that stat it would have 67 or so stat points more in that stats then normal pokemon.
