I got some pokemon in a trade and they were level 94 - 97, but I want to get them level 100. Where can I get them their final levels? I was thinking the Pokemon League, but after some careful consideration, is there anywhere else that trainers have better pokemon? After all, trainered pokemon give more EXP!

rare candies or daycare. I left a ditto in there on level 3, and it was 100 in no time

Alongside the route towards Sunnyshore City, there's a fisherman trainer that has 2 x Garydos at lvl 53 ... he's also next to the rich boy trainer that can give out 19200 if you have the Amulet Coin or the Luck Incense equipped.
