I could give you (multiple, for many of these Pokemon) competetively effective movesets for Zangoose, Vespiquen, Venusaur, Ursaring, Torkoal, Swalot, Slowking, Skuntank, Shuckle (Are you kidding me? This is so overused it's not even funny.), Carnivine, Camerupt, Cacturne, Blastoise, and Bastiodon, all of which are under the above label. While I don't know enough about most of the others, they're probably all usable competitively if you're creative enough. There's a difference between competitively usable and underused.

Anyway, I'm not doing this to brag - my point is that this thread is about Underused / Overused Pokemon, not 'Pokemon that will not perform well at all in competition.' Besides that, I can disprove that statement about almost every single Pokemon I just named. Maybe it should be split up into things that are overused, things that are used, and things that are not often used, and not things that are / are not usable at all. Just a suggestion.

EDIT: Also, Ninjask is better than that - Ninjask used to be one of the most overused Baton Passers in the game, and is still seen pretty often.

I like this list better, because it actually uses a correct defenition of underused. Underused meaning they could be good or bad, but still aren't used for who know what reasons.

Snorlax

No longer. Snorlax pretty much got nerfed in this generation, due to the fast paced offense of DP. Snorlax sleeping=free invitation to Garchomp--or pretty much any sweeper that can set up, for that matter--to destroy him.

Milotic

Milotic's taken a huge fall from grace too. She's 2HKO'd by CB Salamence's Dragon Claw, CB Tyranitar's stone edge, and CB Metagross's ThunderPunch among other things. She can't really take on Lucario or Garchomp too well either.

Charizard

When you realize the impact of Stealth Rock (and its widespread use), it's really hard to say Charizard can be an OU now.

Regice

Regice is weak to stealth rock and has no instant recovery move. How can you expect this thing to be overused NOW?

Manaphy

Is widely accepted as an uber now

Shaymin

Has a very shallow movepool, and pretty much everything she does, Celebi does better.

Borderline (BL)

Vaporeon

Is OU, 19th most used Pokemon in the game according to Shoddy's statistics

Forretress

One of the best spikers, toxic spikers, and spinners all in one. Another one that needs to be put in OU

Leafeon
Glaceon

Shallow movepools, Glaceon doesn't even get a move worth baton passing, lots of other things as to why they're UU...

Azumarill

ARE YOU KIDDING ME? Azu's gained physical STAB--Aqua jet and Waterfall--to go along with his massively powerful attack (factoring in Huge Power). This is definitely waaaaaay too powerful for UU
