I could give you (multiple, for many of these Pokemon) competetively effective movesets for Zangoose, Vespiquen, Venusaur, Ursaring, Torkoal, Swalot, Slowking, Skuntank, Shuckle (Are you kidding me? You have to be kidding me.), Linoone, Lanturn, Kangaskhan, Kabutops (Once again, you have absolutely no idea), Huntail, Hariyama, Gorebyss, Golduck, Glalie, Glaceon, Girafarig, Flareon, Exploud, Dunsparce (This thing can kill almost anything), Drifblim, Dewgong, Cloyster, Charizard (No way. This is so overused it's not even funny.), Carnivine, Camerupt, Cacturne, Blastoise, and Bastiodon, all of which are under the above label. While I don't know enough about most of the others, they're probably all usable competitively if you're creative enough. There's a difference between competitively usable and underused.
Anyway, I'm not doing this to brag - my point is that this thread is about Underused / Overused Pokemon, not 'Pokemon that will not perform well at all in competition.' Besides that, I can disprove that statement about almost every single Pokemon I just named. Maybe it should be split up into things that are overused, things that are used, and things that are not often used, and not things that are / are not usable at all. Just a suggestion.
EDIT: Also, Ninjask is better than that - Ninjask used to be one of the most overused Baton Passers in the game, and is still seen pretty often.
