I found this list on this website and thought it'd be useful for those who wanted to know if a particular Pokemon was OU or not. List looks accurate, or at least accurate enough to be official form what I've seen. Hope this helps!

It just means the Pokemon isn't used very often.

Clefable should definitely be on the borderline list.
Magnezone, Lanturn, Vaporeon, Weezing, Slowbro and Slowking should be on the overused list.
Persian should be on the underused list.

I was thinking the same thing. It is interesting, but we all know what is overused, from people online. Bidoof should be put in overused, because he is such a beast, and I've played to many people with lv 100 bidoofs. TO THE EGGSTREME.
