rampardos has neither the speed, nor defense to take any well trained pokemon out, it simply doens't work, and I'd definitely have to agree with lickthemonkey on these.
Overused doesn't necessarily mean "used a lot." Its supposed to be the pokemon that are powerful but not uber. this tier list is based on "How many trainers use a certain pokemon." You have way too many weak pokemon in the OU tier

Let me guess, you put Spiritomb in OU because he has no "weaknesses" right? I have a weakness for you: A sweeper. Basically almost every sweeper will rape him. Put him in BL
Rampardos is not OU, he is BL. Items cannot make up for the fact that he will die in one hit. A tank WILL crush him.

If Tyranitar is then Dragonite, Salamence, Metagross, and Garchomp are then. They are all not Uber because, with the exception of Metagross, they have a 4x Weakness.
