I definitely see the point to tier lists and Uber vs. OU - BL- UU battles. Ubers are often simply so powerful and/or versatile that only other Ubers have a chance of battling affectively against them. This greats a very, very limited metagame in terms of the different kinds of Pokemon which can be used, which is certainly a shame because there are so many and they are all great or interesting in some way.
However... I don't find many of the other clauses very attractive.
No Hacked Pokemon/Items - This one is obvious, it's like stuffing aces up your sleeve while playing blackjack. It's not fair, it's mean spirited, dishonest, and results in the game just not being fun.
Eliminating certain moves/hold items - I don't see the point to this one. Several companies get paid millions of dollars to create fun, balanced games... so why do we have to go and change their work. Sure I could put a BrightPowder on my Lucario to try to keep it alive while I set up Swords Dance, but that precludes using Life Orb, Choice Specs, Choice Band, or Salac Berry, which are the standard choices because they work. OHKO moves... are horribly inaccurate, maybe you could hope to take out one opponent in a battle with one before they took you out, and they usually only have enough PP so that statistically.. you should get one (maybe two) successful uses before you ran out.
That said, Pokemon with "standard rules" is a great game that leads to some exciting battles, and the only way anyone is going to have any fun is if each party knows the other's intentions before they start, no matter what rules they are using.
Minimalist Standard Rules
#1. No hacking; items or Pokemon. No disconnecting. ie: play fair.
#2. No Ubers.
