I think the Elite Tier is suppose to contain the powerful Pokemon with high base stats that would probably make the Uber Tier, if it weren't for the fact that they have a crippling weakness, such as a x4 weakness to Ice or Electric.

Cause you're too new. Check D3fault's list.

Elites and OU are different on FC I believe, even if Smogon tends to dominate our users.
