I'm gonna go with Lugia because it's ice stage just looks awesome. Also, I'm only guessing, when you pre-order SS, you get Lugia, Ho-oh is for HG. What about Arceus?

Lugia hands down man, it's been my favorite legendary ever since I started playing pokemon (when pokemon gold and silver came out for the GBC )
