I was above Pallet town looking for crap pokemon to trade and I found a level 6 Furret.
Sentrets evolve into Furrets on level 15.
no hax or anything

I heard a lot of Pokemon in Kanto doing that for instance I heard reports of a level 7 Pidgeotto in Viridian forest.. thats how Falkner got it...

It is like people getting those level 17 Gengars in the Old Chateau.

..that stuff happens all the time.
I had a level 17 gyarados once.
