To evolve your Electabuzz into Electivire, you'll need:
*An Electrizer
*A Link cable
You find both items in Midnight Forest, Kecleon shops randomly have it on sale for about ~5000 poke (It doesn't come cheap)
Or you can wait around until some random mission comes up with either item as a reward.
Another way to get an Electivire is to recruit one at Spacial Rift. That's the easier way, in my opinion.
