Fly is truely a terrible move; it really just wastes time and builds up burn damage and gives your opponent the chance to switch to something that takes near nothing from it. Try Protect or even Pursuit.
Spiritomb doesn't really need Chesto Berry even if you don't play on running RestTalk, it seems like a waste of a space that could be occupied by Leftovers. You'll only be asleep for two turns with Rest anyhow.
Raikou might appreciate Hidden Power [Grass] over Ice beacuse of the new UU Swampert called Quagsire. Nothing else hits Quagsire hard at all and he can really just wall your team out, especially if he has Toxic Spikes or Stealth Rocks. Ice doesn't really cover anything other than Altaria in UU but Weezing can check that pretty easily.
Now you REALLY might want to consider a Rapin Spinner for your team. Swellow will be taking huge damage every turn he switches in. That's 25% from Stealth Rock damage and 12.5% damage from burn damage. Assuming you switch in on a Ground attack or something, that's a whopping 37.5% damage in one turn. Now take the fact you have U-Turn. You'll be switching quite a lot with Swellow.

Umbreon's ALWAYS been UU, and as a lead, it's terrible. mean Look can screw you over, Taunt will force you to use either Payback or switch, and Umbreon should be sent out when nothing else can hurt or behind SOMETHING.

Hitmontop may be better in this situation. With Technician, it acts much like a UU Scizor, minus the insane attack power and is more defensively inclined than Lee or Chan. While it may not strike as hard, it is sturdier to use. If you insist on using Lee, then switch Close Combat with Hi Jump Kick, since effectively the move has 300 power after taking STAB and it's ability into consideration. Jump Kick is another possible attack that offers less power for a bit more accuracy, yet still outpowers Close Combat.

Rei brings up a good point about Blaziken, so rather than have either Spiritomb, Wheezing, or Swellow on the team, switch one of them with either Feraligatr or Azumarill. I'll edit this post once I have the damage calcs from each other's Aqua Jet's so gimme a second and I'll get them up.
EDIT:
Ok, I looked up what those two can do to Blaziken, and Azumarill with Aqua Jet, max attack, and Choice Band will OHKO any Blaziken that has NO HP or Def. EVs put in 100% of the time, so it's safe to say that using it would be better than using Feraligater, and just to add something else, if you can fit Rain Dance in there somewhere, you could put Thunder on Raikou and have something deadlier than Scizor in the UU thanks to Azumarill. Wheezing would suffer a bit, but it's worth a mention and thought.

I'd like to clear out something you said there Ballade.
You said that he should run Black Sludge to be able to have some sort of Trick fodder but I think that is way to dangerous. If they Trick you back, you've just led to the degradation of your walls. If you really need Trick fodder, Flame Orb serves well enough. But definately go Leftovers over Black Sludge. The risk is just too great.

There's still Swellow he can switch to, or Spiritomb, and because the Poison is still there, the enemy will keep taking damage, which will add up with Spiritomb's bulk and Swellow's Guts increasing the amount of damage it gives out to the opponent (Poison and Burn do the same thing in the end with Swellow so it doesn't matter what happens). There's still the back-up plan of those two, as well as Wheezing taking the thing out with T-Bolt or Flamethrower and Pain Split.

Well, assuming Swellow is already inflicted with a Burn from Flame Orb, it's going to be losing HP twice as fast as Black Sludge takes 1/8 per turn, and burn takes 1/8 as well.

I'm pretty sure you're confusing Black Sludge with Toxic Orb. Steel-types cannot be poisoned via Toxic Orb or at all, but are still damaged by Black Sludge.

I thought it was a sort of 'both' thing that happened. I thought that Black Sludge healed Poison types, but poisoned non-poison types and whatnot.

Yeah, Umbreon was OU for some time. It surprises me though, as it's not seen around that often.
