So what exactly is Brawl+? All I know is that you can modify the characters' avatars and speed up the characters in order to nail more combos. Seems like it has some cool perks but wouldn't it be considered hacking?

Well, i don't believe it can be used in online play, so its not "cheating." Yeah it's hacking, but think of it more as a mod, not a hack. In other words, it only affects you, no one else.
