Sakurai told pichu 2 years ago that it would be returning to SSB, and it was so happy it evolved, leaving the old pikachu to die.
Proof:
- The only way for the current Pikachu to know Volt Tackle was if it was a Pichu.

Nope! It had a scarf around one ear, goggles, and a scarf around the neck.

It would be kind of ironic if pichu actually made it into the game as a download. Too bad that's extremely doubtful at this point.
Also, the pikachu could've learned volt tackle from a hack.
