This error code is a damn menace. I get it constantly when attempting to trade with people on SPP-Wifi. Everything that could possibly be interfering with a connection in terms of my router is disabled - firewall, extended range, password (yeah my neighbors are probably stealing our internet)... And I sit within arm's reach of the router as well. Ridiculous.
I think part of it might be the fact that the people on the other side don't even know what their router is or how to change the settings 90% of the time - can't tell you how many times I've been asked "whats a firewall?" - but it just happens completely at random for seemingly NO reason.
