Heres the video breakdown of how to do it
But if you want to get technical allow me
First off
Get Youtube downloader and just yoink a video of any kind as long as its within the 240 to 360p quality line
now Obtain format factory and modify your video format to the following settings
Make Video: AVI
settings to get the video working
video stream :
video encode: MJPEG
video size: 400x240
video bitrate: 160 000
fps: 20

After that Put the sd card in and rename your newly converted video to HNI_00XX
*Replace "XX" with whatever is upcoming on your 3ds's current image/video folder
example. HNI_0001
Once you have done that
Insert your sd card back into your 3ds and go to Nintendo 3ds camera and change your storage to sd card, it should say its updating your files. Your videos will most likely be in the begining of time area and it should work.
