OP I know of a few programs. I'm unsure if they're what you're looking for, but you might as well have a look.

There are two 2D animation programs I know of: Pencil (not updated since 2008), and Synfig Studio (much more up to date).
For 3D the first thing that comes to mind is Blender (it also has a game engine) which I've messed around with for a bit. I recommend heavily that you watch tutorials before you even touch the program though, I remember using it for the first time and it was rather confusing.
