Making any Pokemon happy is just a matter of keeping it from fainting, battling with it, getting it massages from one of the massage places (there are two), giving them vitamins and stuff (iron, zinc, etc).
I have a female Jigglypuff that I can trade you (level 18)...but making Igglybuff evolve shouldn't be very hard. Just use lots of items on it, and don't let it faint in battle.
