You buy them at stores to buy stuff on the Wii Shop

they come in $20 packets which gives you 2000 Wii points. To use to buy Virtual Console games on the Shop Channel

Think of them as credits. Nintendo releases some of their great games from the past (Super mario64, Mario Kart64, etc...) and you use these "credits" to purchase games. so really you buying old games that you can buy anywhere else anymore, but the Wii points are srt of the "middleman". You buy Wii points to buy games. which in essence is you directly buying games. If you have a XB360 theink of wii points as "gamerpoints" to buy things online
