You need to beat Stargazer Stadium in order to obtain pbr pikachu. once beaten stargazer stadium, let the credits roll and then go back into the game. Go to Mystery Gift shop and the PBR Pikachu will be the one option worth 0 pokecoupons

That I don't know. You'll have to figure it out. Also you can obtain PBR Magmorter and Electrivire, but it's unknown how to get them
